Pretreatment

The National Pretreatment Program’s primary goal is to Protect Publicly owned Treatment Works (POTW’s) and the environment from adverse impacts that may occur when pollutants are discharged into a sewage system.

Section 403.8 (a) of the Environmental Protection Agency’s General Pretreatment Regulations (40 CFR 403.8 (a) requires all POTW’s with design flows greater than 5 million gallons per day and receiving industrial discharges, to develop, administer and enforce a local pretreatment program. The resolution as adopted April 5, 1994 by the Municipal Sanitary Authority of the City of New Kensington, provides for the regulation of contributions to the Municipal Wastewater System through the issuance of Permits to certain Non-Domestic users, authorizes monitoring and enforcement activities, and requires equitable Distribution of Costs resulting from the establishment of the Pretreatment Program.

This program has been adopted by all of the communities that utilize the Sewage Treatment Plant in New Kensington, PA.
